A Designated Area Migration Agreement is a labour agreement between the Australian Government and a regional Designated Area Representative (DAR). For Townsville, the DAR is Townsville Enterprise Limited, which represents the North Queensland region and negotiates an occupation list and concessions built around the city's industries.

DAMA concessions can make sponsorship possible where standard migration would not. Concession terms sit inside each head agreement, they are not published centrally by the Department, and they differ by region and occupation. Broadly they fall into four categories:
Some DAMAs allow applicants beyond the standard 45-year limit to be sponsored. The Western Australian DAMA, for example, publishes an increased age limit of 55. Whether an age concession applies to your role under the Townsville agreement has to be confirmed against the current agreement.
Some DAMAs set lower English thresholds than the standard 482. The Western Australian DAMA, for example, publishes IELTS 5.0 with no minimum band score for certain skill level 3 and 4 occupations. The applicable threshold depends on the agreement and the occupation.
Concessions against the relevant income threshold for genuine market-rate regional roles. The Department applies the Core Skills Income Threshold (CSIT) to subclass 482 Core Skills and subclass 186 nominations, and the Temporary Skilled Migration Income Threshold (TSMIT) to subclass 494 nominations. These are separate thresholds, and the one that applies depends on which visa you are using.

The employer applies to Townsville Enterprise Limited, the regional Designated Area Representative, for endorsement, evidencing the genuine labour need, the business and the recruitment effort. This is the gateway step, and the endorsement decision is the DAR's.
We lodge the DAMA labour agreement request with the Department of Home Affairs.
The endorsed employer nominates the specific position and worker.
The worker lodges the subclass 482 or 494 visa.

For many workers, the real attraction of the Townsville DAMA is where it can lead. After the required period of regional employment with an endorsed employer, eligible workers may be able to apply for permanent residence through subclass 186, the Employer Nomination Scheme. Some DAMAs also include concessions that apply at the permanent stage, which can open the door for applicants who would be shut out of the standard program. Whether that is available under the Townsville agreement, and to your occupation, has to be confirmed against the current agreement.
